Alleged pepper spray torture of Native American children 28 March 2001 Human rights activist organization Amnesty International yesterday issued a public call for an independent inquiry into reports of the torture of Native American children by use of pepper spray (Oleoresin Capsicum, or OC). Children at Montanas Pine Hills School Youth Correctional Facility have been dosed with the painful and toxic spray up to 15 times each, according to sworn testimony by a senior staff member last year. Amnesty sent a letter to Montana authorities yesterday citing details of several cases, including one of a boy exposed to OC spray in the confined space of his living unit for a total of 12 minutes, with the ventilation and air conditioning specifically turned off by school staff. Another case includes allegations by two boys that they laid in pools of water scooped from a toilet, attempting to alleviate the burning on their skin. Amnesty International ...is calling for the use of OC spray to be discontinued in the facility and for other, more humane, means of addressing disturbed behaviour to be explored and instituted.
