People’s Republic of China approves A Perfect Circle
8 December 2000

The government of the People’s Republic of China, best known for selectively aborting female fetuses, a bloody massacre and ongoing occupation in Tibet, and draconian intellectual repression of its 1.2 billion citizens, has approved for sale the debut album by A Perfect Circle. The dark and heavy US quintet, fronted by Tool’s Maynard James Keenan, became the first rock band in three years (following Guns & Roses) to win such approval.
A Perfect Circle—Keenan (vocals, words), Billy Howerdel (guitar, music), Paz Lenchantin (bass, violin), Troy Van Leeuwen (guitar), Josh Freese (drums)—released Mer de Noms (Sea Of Names) this past May for the rest of the world. It debuted at the highest position ever on Billboard’s charts for a first album. Mer de Noms went on sale in China on 30 October.
The Chinese government’s approval rate of one album per three years appears all the more ludicrous in light of their lax-to-nonexistant policies on copyright. Virtually every Western CD and DVD is easily available in China as a black market bootleg, typically at costs of around US$2.
A Perfect Circle have just posted the video to 3 Libras for free streaming in RealVideo format and for free download in Apple’s QuickTime format—check their Web site.
